Personal History Oelh (which translates to “Joy” in Romulan), Tsuruchi was born from a Romulan father and Asian federation civilian. Her mother April Tsuruchi and her husband Shirou Tsuruchi were civilian contractors aboard a Star freighter, Shirou was an Environmental Engineer, and April a field medic and Cargo specialist. They were on an emergency supply delivery near the Romulan neutral zone. They were attacked and boarded by a group of rogue Romulans, all the crew was killed with exception of April, the Captain of the rogue ship took a liking to her and raped her repeatedly. She was kept as a prize on the ship and was forced to marry the Romulan captain. Nine months later she gave birth to twins, a boy, and a girl. Joy looked more human than Romulan where her twin brother Khellian “Hunter”, had the prominent frontal ridges.
They lived on board the rogue Captain's ship. At first, April did everything she could to keep the Romulans away from her babies. After some time she wasn't able to and started to truly fall for the rogue Captain.
At a very young age around 6, she discovered that she had telepathic abilities. She could read surface thoughts and emotions. This came in handy for the Captain as it prevented a mutiny and attempted Rape of his beloved prize/wife. As time went on the abilities got a little strong but not much. She had taken interest in the Chief Science a tall stern Romulan woman. She kinda took Oelh under her wing and taught her a lot about the sciences of the universe, her favorite was biology, botany, and cybernetics. She had a great knack for growing things and it would annoy the Captain to great lengths. For many years they lived on the Rogue ship, right around her 16 birthday they were attacked by the Romulan military, the ship was heavily damaged and they were forced to abandon ship. April and other members of the crew got her and her brother into an escape pod just as the hull breached, sucking her mother into space. Her brother's pod was launched and headed deeper into Romulan Space. Joy’s pod headed for Federation space. It was almost 182 days before a Federation Starship the USS Hikaru heard her distress beacon, it had been on patrol along the neutral zone.
In the next two years, she lived with a foster parent, an Asian lady named Sun Pi, until her acceptance into Starfleet Academy. The next for years went slowly, her telepathic abilities made it difficult to make friends and keep her own emotions from boiling over. There was an incident of her abilities getting the better of her, a shuttlecraft training exercise, a difficult class for her because of the emotional stress and strain after she failed the test. She had a slight psychotic break releasing her emotions of anger, fear, and doubt in a large psychic wave causing the others inside the shuttle to respond badly. The cadet flying the shuttle lost control from the overwhelming emotions, crashing the shuttle into a civilian shuttle killing the instructor and 2 civilians.
She would wake 4 days later in the brig, but a very empty brig as in no guard no one it went on for days. NO human contact, her food was beamed in order to avoid contact. About a week passed when she received her first visitors, a pair of counselors, and her academic advisor. The two counselors talked with her for an hour getting an understanding of what happened and started working on ways to help her control it. The advisor told her she was going to be tried for the deaths and damage and that there is a very good chance she could be kicked out of the academy, and she was going to have someone from JAG speak with her. She sunk into a deep depression, thoughts of suicide, but a young trill Counselor helped her see that it was an accident and that she wasn’t completely to blame for the accident.
Over the next couple of weeks, JAG came and talked with her collecting as much information as he could. He talked with the counselor and agreed she couldn't be completely at fault and it was a rogue accident. She went before the closed court-martial, the Academy staff feared that having an open court-martial may lead to another incident. Joy told her side, then it was witness turn most were against her for what happened by friends and colleagues stood in her favor. After almost 4 days of testimonies and fact-checking, they delivered a verdict. She was found guilty of the accident, that it was she that lost control of her emotions and did not seek help when she was bottling them up. They also understood that she was new to having this much stress pressed on her and her being the second Romulan hybrid to pass through the doors. They sentenced her to a series of trials at the medical facility on campus, where she would remain until Counselors say she could be released, while in the hospital she developed botany and cybernetics as a coping mechanism. She spent most of her sophomore year in the medical ward, which was covered in plants. It looked like a building was built around a forest. The other cadets kept their distance only 3 stuck by her. The next two years went by like normal, most avoided her some of her teachers were particularly tough on her, to the point of failing her. She graduated just barely because of the fear of her teachers and other staff.
She spent the next three years sitting on Listening post 256, as a Biologist just on the edge of the Romulan neutral zone. With no chance to advance. After her time was up she was transferred to Admiral Franklin as a personal assistant. Her job consisted of report running and getting the admiral coffee. It was 2 years before she ran into Captain Shayron-Connor who took pity on the young officer and transferred her to her ship at great risk.
